NC Foreclosure Rate Among Highest In U.S. For 2017, Report Says

North Carolina saw fewer foreclosures begin last year but still had one of the higher rates of foreclosure filings in the United States for 2017, according to a new report. The Tar Heel state was ranked 15th for foreclosure rates in 2017, according to a study of ATTOM Data Solutions property database. The total number of housing units with foreclosure filings in North Carolina for the year represented .52 percent of total housing units in the state, but overall the number of foreclosure filings decreased compared to 2016.

Nationally, foreclosure filings for 2017 fell 27 percent compared to 2016, reaching their lowest level since 2005, according to the report. There were 676,535 properties with foreclosure filings in 2017, a 76 percent drop from when such filings were at a peak during the housing crisis in 2010.

The properties with foreclosure filings in 2017 represented 0.51 percent of all U.S. housing units, according to ATTOM Data, a multi-sourced property database. When filings were at a peak during the housing crisis, they represented 2.23 percent of all U.S. housing units.

In 2017, lenders started the foreclosure process on 383,701 properties and 8,330 of those properties were in North Carolina, which is a 22 percent decrease over the year before, according to the report. Mecklenburg, Wake, Cumberland, Onslow and Guilford counties had the highest number of properties where the foreclosure process had started, according to the report.

The state followed the national trend on foreclosure starts and auctions, seeing a decrease in both compared to 2016.

New Jersey, Delaware, Maryland, Illinois and Connecticut had the highest foreclosure rates in 2017. In Delaware, 1.13 percent of housing units had a foreclosure filing and in Maryland that number was 0.95 percent, according to the report. South Dakota, North Dakota, West Virginia, Montana and Mississippi had the lowest rates of foreclosure filings in the U.S. for 2017.

"Thanks to a housing boom driven primarily by a scarcity of supply, which has helped to limit home purchases to the most highly qualified — and low-risk — borrowers, the U.S. housing market has the luxury of playing a version of foreclosure limbo in which it searches for how low foreclosures can go," Daren Blomquist, senior vice president at ATTOM Data Solutions, said in a press release.

The report is based on publicly recorded and published foreclosure filings collected from more than 2,500 counties nationwide.

Charity refuses to pass NC taxpayer money to schools in one senator’s district

North Carolina Republicans’ plan to channel $200,000 to schools in the district of a senator facing a tough re-election bid hit a snag Wednesday when the charity tapped to channel the money said it won’t participate.

DonorsChoose, a New York-based nonprofit that normally steers private donations to classroom teachers’ projects, was not consulted on the plan that’s part of the state budget bill, an official said Tuesday. After learning of it via Twitter, the group responded Wednesday afternoon to several people who had asked about the plan, which designates the state money only for the 35 Charlotte-Mecklenburg schools in state Sen. Jeff Tarte’s new district.

"We cannot accept the funding outlined in the budget provision unless it’s changed to equitably support teachers and students throughout North Carolina," the DonorsChoose statement said. "We’re grateful to Senator Tarte for looking to support students and teachers in his district. But other districts (including those with more students from low-income households) would not receive such support, which makes this budget provision feel against the spirit of our mission to fight education inequity and to serve where the need is greatest."

For the first time in modern NC history, lawmakers won’t allow changes to budget

It’s unclear how that refusal might play out, given that the allocation for DonorsChoose is part of a 267-page budget bill sailing through the Republican-dominated legislature in a rare process that won’t allow amendments.

Tarte, a Cornelius Republican, had said Tuesday he plans a news conference next week to announce the state money for teachers in his district. He could not immediately be reached for comment Wednesday afternoon on DonorsChoose’s refusal to take the money.

The new N.C. Senate District 41 is in yellow.

The budget bill does not mention Tarte or explain why the spending is limited to 35 CMS schools, which range from the county’s northern suburbs to its southern tip. The list initially confused educators and others trying to sort out the budget, but it encompasses all the public schools in the newly redrawn 41st district, where Tarte faces Democratic challenger Natasha Marcus. The new district is viewed as one that could change hands in the Nov. 6 election.

When news of the arrangement broke, both Tarte and DonorsChoose came under fire. Educators, including some who said they worked in schools in Tarte’s district, said the plan unfairly distributes public money based on politics rather than need. While some of the schools have high poverty levels, many are located in affluent suburban areas where parents can raise money or make donations to help teachers pay for classroom needs.

DonorsChoose normally posts teacher projects that have been verified, allows donors to decide which ones to fund, then handles the purchasing and delivery and ensures follow-up for donors. It allocates 15 percent of donations for its own work — that would come to $30,000 of the state’s $200,000 — and some teachers said the total overhead is higher once all fees are factored in.

Because state lawmakers hadn’t spoken with DonorsChoose officials, according to Chief Marketing Officer Katie Bisbee, it was unclear how the financial arrangements would work.

So-called pork-barrel spending, in which lawmakers get public money for pet projects in their home district, is a political tradition in North Carolina and around the nation. The DonorsChoose money is among several such items sprinkled throughout the 2018-19 budget.

Flames erupt in 5,000-square-foot Ballantyne home | Charlotte Observer

Charlotte fire officials are investigating why a 5,000-square-foot vacant home in Ballantyne caught fire on Friday.

Late Friday, the Charlotte Fire Department said the fire caused about $300,000 damage to the home in the 11000 block of Beau Riley Road. That’s off Ardrey Kell Road across from Ardrey Kell High School.

It took a half-hour for 34 Charlotte firefighters to control a blaze in a vacant 4,000-square-foot home in Ballantyne on Friday across from Ardrey Kell High School.

“Heavy fire” was showing from the home when firefighters arrived at about 1:15 p.m., according to a Charlotte Fire Department tweet.

It took 34 firefighters about a half hour to control the blaze, the department said. No one was hurt.

Several hospitalized in Ballantyne rollover wreck

BALLANTYNE, NC (WBTV) –

Several people went to the hospital following a rollover crash in the Ballantyne area Friday morning.

The crash happened just after 6:30 a.m. on Johnston Road and Ballantyne Commons Parkway.

Medic says one of those involved in the crash suffered serious injuries. The extent of the other victims’ injuries is unknown.
